“Battle for Solar Energy – a Community based power generation project
සෑම නිවසක්ම සූර්ය විදුලි බලාගාරයක් කිරීම සඳහා වන කැබිනට් පත්‍රිකාව ඉදිරිපත් කර ඇත. මේ යටතේ ලංකා විදුලිබල මන්ඩලය (CEB) නිවෙස් හිමියන් සමග වසර 20ක ගිවිසුමකට එළඹෙන අතර වසර 7කින් ගෙවී යනසේ ණය ක්‍රමයක් යටතේ සෝලාර් පැනල් ලබාදීමටද කටයුතු කෙරෙනු ඇත. මෙහිදී පලමු වසර හත සඳහා විදුලි ඒකකයකට රු 22 බැගින් ගෙවීමටද සැලසුම් කොට ඇත.
There are three ways people can join this programme:-
(1) Net Metering system: Beneficial to consumers who consume over 200 units. Net electricity fed to the grid (electricity consumed from the grid – electricity fed to the grid from the rooftop solar system) would be credited to the consumer upto ten years but no payments would be made by the Ceylon Electricity Board (CEB) to the consumer at the rate of Rs 22.00 per unit (kWhr) for the first 7 years and at Rs 15.00 per unit up to 20 years.
(2) Net Accounting system: Beneficial to those who consume over 120 units. Consumers would be paid for the net electricity fed to the grid.
(3) Net Plus system: Beneficial to any type of consumer but the main target group is the low-end consumers. Unlike Net Metering and Net Accounting, Net Plus system keeps the electricity consumed and fed to the grid separate. The consumer is paid for whatever amount of electricity fed from his rooftop solar system to grid while he is billed for his electricity consumption from the grid. The advantage to the low-end users would be that while they are billed for their consumption at a much lower rate, payments for the electricity fed to the grid would be made at a higher rate. For the first seven years, payments would be at Rs 22.00 per kWhr (Unit) and from eight to twenty years, Rs 15.00 per unit. A roof top solar system would be made available by CEB on a seven year concessionary loan scheme.
“Soorya Bala Sangramaya” – Community based power generation project to promote small solar power plants
The Power and Renewable Energy Ministry will launch a new community based power generation project tiled Soorya Bala Sangramaya (Battle for Solar Energy) to promote the setting up of small solar power plants on the rooftops of houses.
Power and Renewable Energy Minister Ranjith Siyambalapitiya addressing a press conference at his ministry on Tuesday said the programme aims to get the participation of the power consumers in power generation.
He said the Cabinet paper was approved on Tuesday for the project and added the project would be launched on September 6 at 3.00 p.m. by installing a solar panel at the residence of President Maithripala Sirisena.
“It will be a national project implemented within the next 10 years. Currently 50 percent of electricity production in Sri Lanka is done by renewable energy sources and it is expected to increase this percentage to 60 in 2020 and to 70 percent in 2030. It is required to build wind power plants of 600 MW and solar power plants of 3,000 MW within the next 10 years,” he the minister said.
“Through this project we hope to get at least 20 percent of consumers to produce electricity. There are three ways people can join in this programme. They are the net metering system, net accounting system and net plus system. The first is beneficial to consumers who consume over 200 units, the second is beneficial to those who consume over 120 units and the third is beneficial to any type of consumer,” Siyambalapitiya said.
He said any excess production of electricity from solar panels fixed on rooftops would be purchased by the Ceylon Electricity Board.
Under this project, it is expected to generate 200 MW by 2020 and increase it up to 1,000 MW by 2025.
